Pull Request Overview
This PR renames existing proposal files to follow the PROM- scheme defined in PROM-53, and updates the 0053-proposal-ids.md to mark the renaming task as completed. Each old proposal file is left in place as a minimal redirect pointing to its new numbered filename.

- Update
0053-proposal-ids.mdto mark the rename step as done.
